Default Analysis ToolPak - why doesn't it work?

One more way to test to see if the addin is loaded.

Start a new worksheet
put this in B1:
=networkdays(a1,a2)

If you see the #NAME? error, then the analysis toolpak is not loaded.

If you see 0, then the analysis toolpack is loaded, but the item under the Tools
menu is broken and needs to be fixed. (I still try uninstalling and
reinstalling the addin.)
