Default How to save web pages as HTML in Excel 2003?

In Excel 2003, I used the web preview and save web page features to save two
databases as web pages.

They won't display in Internet Explorer. They do appear to display in
Firefox. I've tried it in IE 6 and IE8, and someone else tried it in IE7.

I get this error message. <!--[if !supportTabStrip]-- <!--[endif]--

What do I have to do to get the pages to display - or does the save as web
page feature not work?
