Default Excel 2007 Hyperlink anchor to file question

Within an excel spreadsheet I have a hyperlink in a cell
=HYPERLINK("1255623024.align.html#C2","HPPA_ANAMA" )

The file opens correctly in the browers but the anchor does not work in
Firefox.
If I use IE as my default browser then the anchor works.

The anchor will work in Firefox if I specify a url for the file
that is, "http://server.com/output/1255623024.align.html#C2"
