Default Formatting/conditional formatting?

Hello,

I have a deadline date in one cell and a planned/rescheduled date in
another. If that is past the deadline date i want it to automatically
highlight it red?

Also I want a new cell to be inserted when the one above is filled...is this
possible?

assuming that your rescheduled date is in A! and deadline date is B1 then A1
conditional format should be

cell value is greater than=$b$1

then set the pattern as red
