You mean in Internet Explorer? Open Favorites, Open Explorer, navigate
to the file, Right click drag and drop to Favorites, select Create

Default adding favorite files

Do you want to add something to the "My Places" bar in Excel's FileOpen?

FileOpenToolsAdd to "My Places"

Browse to the folder in which your files are located.

Pin that folder to the bar.
