Default Partial Shading in Excel 2003

Is there a way to have a cell partially shaded based on a percentage in that
cell in Excel 2003?

Column B has a %
Column C has a status

I have conditional formatting in Column B That if the value in Column C is
"On Schedule" color is green, if value is "Behind Schedule" color yellow, if
the value is "In Trouble" color red.

i want to keep the colors but base the horizontal shading on the percentage
in column B.

Can this be done?

Can I do conditional formatting of the bars - in other words, pick the colors
based on a condition or am I stuck with one color?

Without Excel 2007..............one color only.

Default Partial Shading in Excel 2003 - Trying in 2007

I am able to have conditional formatting for one color in 2007 and apply the
data bars to the percentages but 25% and 50% have the same bar length.
SHouldn't they be different? What am I doing wrong
