Default excel will not launch

Running office 2007 in Vista (Sp1).
When I click on an Excel icon, excel file, any place that one can normally
launch excel, I get tthe following message:
C:\Windows\Installer\{91120000-0011-0000-0000-000000FF1CE\Xlicons.exe is not
a valid Win32 application. All the other office programs work.
I tried running the installation DVD, but it would not load.
I've tried the Office diagnostics program, it tries to link to a
watson392.watson.microsoft.com. Which apparently doesn't exist, because it
hasn't been able to log on for the past several days.
