Default Conditional Formatting

Hi, I am using Excel 2003 and I would like to know has anyone used
conditional formatting with a named range? I have a named range called City.
What I would like to do is highlight the rows when the city changes, continue
to highlight when I use the filter command. This command works well when I
use no filters:
$b16<$b15
How can I get it to work when I filter out records? Maybe through VBA which
I am still learning.
