Default Can't format cells in data range

Hi All.....
I just received a file that will not allow me to format individual cells
within the data range. The file, or sheet, is not protected, and I can
format entire columns or rows and individual cells outside the data range,
just not those inidividual cells within. Anybody know what's up here?

Hold Cntrl and press ~ button which is available above the tab button.

Default Can't format cells in data range

Thanks for the response.
I don't know what that does....it appears to be some kind of toggle that
changes column widths, but it doesn't affect my "inability to format"
problem.

I failed to mention it before, but when I do RightClick FormatCells on
one of those cells, I do not even get the pop-up box with the options.
