Insert a row and keep the conditional formatting

I have a worksheet where users insert a row at the top of a sheet by copying the row that was already at the top and putting the new row at the top. (Sorry) The row is high lighted when the user changes one cell from NO to YES using conditional formatting. This only works once as when a new row is inserted, the formula expands the range of the conditional formatting for some reason. Anyone thoughts Sorry for poor explanation, |

What is your conditional formatting rule? With a "Formula is" rule like =$A1="YES" I had no problem copying, pasting, inserting, etc. and keeping the CF working properly.
