Default Calculating and entering time.

I have read previous threads and I am confused. I want to enter time in and
time out in hh:mm, so you can type 1930 to read 19:30. Also I want to be able
to calculate the time spent (out from in) and then use the result to multiply
a rate. Any simple ideas?
