Does 2007 allow all the page setup settings to be copied from one worksheet
to another worksheet?

Sure (as does other versions). Put both (all) the sheets in group mode by
activating the sheet with the page setups to copy, then ctrl/clicking the
2nd sheet (if ALL sheets, right-click the tab, select "Select All Sheets").
Now use the dialog launcher on the Page Layout Tab to get the Page Setup
dialog and simply click OK. All sheets will now have the same page setup
settings. Right-click any tab and select "Ungroup Sheets" to get out of
group mode.

Note

Print Range and Rows to repeat at top cannot be duplicated on grouped
sheets.
