If your entry is in A2, formula to convert:
=TIME(LEFT(A2,FIND("h",A2)-1),MID(A2,FIND(" ",A2)+1,2),0)

Assumed that there is a space in entry, and that you are using the standard
2 digits for minutes (nothing like: 4h 132m)
