Default XY Scatter Chart in Excel 2007 - Cant Reverse Values

By rights, the secondary axis shouldn't move in 2003, either, since
you've
made no explicit changes to the secondary category axis (can't even see
it).
At times when Excel tries to figure out how to do what the user expects,
I've found that 2003 does more things as one would expect; 2003 is a bit
more flexible and a bit more intuitive in its behaviors.

When things like this happen you will have to take extra measures to
explicitly make changes. First you need to add the secondary category
axis,
then format it to position the secondary value axis, then remove the
secondary category axis.
