Default Dragging cells in protected worksheet

I think I found a work around. I formatted the cell as a list, which can be
typed over. This eliminates the ability to drag the cell. If anyone else
has a suggestion, I would still be interested. Thanks.

How do I NOT allow cells to be copied (dragged with plus sign) when my
spreadsheet is protected. I don't see an option for this.

Thank you.
