Default apostrophe and leading zeros

When entering 07 I put an apostrophe in front to ensure the leading zero
stayed in place. For some reason I can't do this now when I put an
apostrophe in front in makes no difference, so I get 7. To my knowledge I
haven't changed anything.
How do I turn it back on?

Default apostrophe and leading zeros

I'd first take a look at the formatting of the cell, make sure it hasn't been
changed to some odd custom format.

As a side note, if you're inputting a number into a cell and want a leading
zero (or a 2 digit display) the better course of action would be to format
the cell (under custom format) as:
00

This is for one of my users who feels their right arm has been chopped off
and uses the apostrophe function eg '07. I have to get it working again!
