Default Migrating to xl2007 - increase security level / encryption

Hi,

We're converting an organization from office 2003 to Office 2007.
Apparently if you have password protection on a 2003 file the system stops
and offers this choice for each file:

This document is both encrypted and password protected. The Office Open XML
formats available in the 2007 release provide stronger encryption. Do you
want to increase the security of this document by converting to an Office XML
format?

For several reasons we want to answer no to all such messages. Is there a
way to turn this feature off temporarily or otherwise?
