Default Excel File Protection 2003 vs. 2007

I have Excel workbooks that have multiple pages that I created in Excel 2003.
I have used a password to prevent others from changing the workbooks. Now I
am using Excel 2007. I am unable to unlock the files so that I can make the
the types of changes that I would not allow others to make such as adding or
deleting a worksheet, etc.
