Default Formula to populate data in a cell based on another cell's color

I am trying to figure out a way to populate data in one cell based on another
cell's background color. Is there a formula to do that? I would prefer to
be able to sort based on background color but don't see that as an option in
Excel 2003.

Can anyone help?
