Default COUNT OR COUNTIF for this?

I have up to 7 time-formatted data in between c3-p3.

I want to count all valuies except those showing as "00:00", then divide the
result by 2.

Should I do this with COUNT or COUNTIF and if so, what would be the form of
the expression?

Many thanks for your help.
