Default Copy sheet to different workbook

I need to copy a sheet from one workbook to an existing workbook (not a new
one). I've tried the right click on the tab for the sheet to copy, then Move
or Copy, but the drop down for workbook to "copy to" only list "NEW" and the
one I'm copying from, not the one I want to copy to. I have both workbooks
open, with workbook and sheet protection off. How can I get the one to "Copy
to" list the one I need? Any other way to copy the sheet to an existing
workbook?

Make sure that both workbooks are open in the same occurance of Excel. If
you started excel twice, one occurance may not recognize the other.
