Default Block time cells

Is there a way to fill in multiple cells based on a block entry of time.

eg.
A B C D E F
00:00 06:30 06:30 06:45 06:45 08:45
09:00 13:30 08:45 09:00 13:30 16:00
16:15 24:00 16:00 16:15

Not working Breaks Working

This would represent a 24 hour period. In most cases, there would be as
many as 12 entries per column.

I have set up a sheet already that has the information layed out in rows, I
want to be able to easily enter the time information, and then fill in the
correct information based on the 3 criteria listed above.
