Default why do excel cells get locked in a highlighted mode and freezes?

When this happens Excel does not allow me to enter any data. I become locked
out. I have to restart Excel only to have this continue to happen.

One possibility is you have frozen your window at a size greater than your
screen. Try WindowsUnfreeze Panes and see what happens.
