Default Retain Defautl Cell Format in Template

Hi,
I am creating a Database template, the purpose of which is to seek the line
managers to input scores against every member in their respective teams.
There are only 4 fields viz. |1| Employee ID |2| Employee Name |3| Department
|4| Score.

I want to ensure the sanctity of the Cell Formats (Font Face, Font Size,
Colour etcetera, etcetera) as defined by me; however, I want the managers to
be able to enter the values into those cells.

If I protect the cells:
-- The managers cannot enter the values...

If I don't protect the cells:
--- When the managers copy paste the data-list from some other excel file
the data seem to retain the formatting of the other excel (unless they do a
paste special)

How do I ensure that that the managers have access to input data into the
cell, but not get to modify the cell format!!!

Please help...!
