Default page break preview

When I am viewing a worksheet in page break preview, I am able to move the
solid blue line, but not the dashed blue line in Excel 2003. Can anyone
explain to me why the dashed blue line will not move? and what the difference
is between the solid and dashed blue lines are?

Default page break preview

The solid blue lines are manually set pagebreaks

The dotted lines are default pagebreaks set by print settings

i.e. printrange, paper size, margins

I don't know why you cannot move solids but not dotted.

If you couldn't move either I would say ToolsOptionsEdit "allow cell drag
and drop" is unchecked.
