Default Copying formulas into protected cells.

I am creating a log sheet with a formula in Col A to number the row if there
is data input in Col B of that row. There are different sections of the log
(i.e. Section 1 is from row 17 to row 37, section 2 from row 40 to 60,
etc).

Col A is protected. If they need to add rows, to enter more data into a
section, how do I copy the formula to continue the numbering sequence?
