Default Selecting a list issue

On some lists when you try the ctrl-shift-end shortcut to select the opposite
end of the list, it adds empty cells that you don't want. How do you change
this perceived end of the list so ctrl-shift-end ends at the bottom of the
data? I tried deleting rows but that doesn't help. Thanks.
