Default Adding Rows

I'd like the ability to add a row with specific text in a worksheet multiple times. But the trick is I need the rows to be entered at certain locations and not one after another.

Best example I can think of;
If you can picture setting up a checkbook in excel.....then imagine it includes your electric bill for each month of the year.....this row would be in the worksheet at random locations. If I wanted to project a budget for the following year that contained this row, how could I easily insert in for each month at a specific location?

Any thoughts? Thank you
