Default Defining cells for cross-referencing

Can I define a "cell name" in such a way that when I do a "Sort&Filter"
causing the row containing the cell with a defined name to move up or down,
the "cell ID" for the "defined name" follows that move.
For example:
if €¦ I define cell A14 as "XREF-01" and a "Sort&Filter" causes that cell to
change its position to cell A(14±n) €” where "n" represents the number of rows
up or down that row "14" moves
then €¦ the defined name "XREF-01" moves to cell A(14±n).
