Default excel 2007 compatibility issue

-- Why is the number of rows limited to 65536 when compatibility is executed
for excel 2003?

Here is the number of rows I need...if I had 10 agents servicing 100
accounts each with average invoice transactions of 15 per month the least
number of rows I would need is 180,000 rows.

How can I adjust this?
