Not really.
You could ask your IT Staff to put it on a network share that the users only have readaccess to. But they won't be able to update it either. If it's only used as a reference (closed without saving), then it might work ok. But remember to ask the IT staff to allow you read/write/delete rights--and maybe a few trusted co-workers (when you're out of the office???).
