Default csv files do not parse and open up like they should

In excel 2003 for the past few months on every computer with it, it will not
open up csv files and parse them automatically into columns. This happens on
all computers with 2003 installed.
It does not occur with 2007 and used to work in 2003.

the default delimiter on all computers is the comma under regional settings.

using the data import wizard is not the answer because it takes too much
time to walk through it instead of just opening the file with a click.
