Working locally

I edit an excel file close the file. Attempt to open it up again and it
says the file is read only, locked for editing. I exit out of Excel, and
attempt to reopen the file and the same thing happens. This does not happen
on every file, only certain ones. The only thing that work is a full reboot
and then only once. If I exit out of the file a second time then the message
reappears. I have tried the solution for this from other threads, but to no
avial. Ideas?
