Default I want to Autoformat in Excel - like Word. How?

Specifically, I want to replace straight quotes with smart quotes.

I think every program has its qualities and purposes : word,xl,powerpoint...
Probably some things can not be done in all of them, however eventough
I might be talking like an expert, yeah right, I'm not, so just ignore me and
let the real experts answer you. Good question you got.
