Default 2007 Compatability Pack for Office 2003

If I use the 2007 Compatabilty Pack on an Excel 2003 Install will this let me
open 2007 spreadsheets with more than 65k rows?

No, because that i the limit of Excel 2003 and there would be nowhere for
the extra rows rto go
