Default Can drop downs be narrowed based on dynamic data entry?

I have a worksheet#1 that is filled in with data in columns A-D but then that
data needs to feed to another worksheet (#2). (worksheet 1 is entered by Bob
and then worksheet 2 is entered by Mary who then makes choices based on what
was entered in worksheet 1). How can I make this happen? I will put an
example below to explain further.
A1= Fruit A2=Orange A3= CAlifornia A4= LA
B1= Fruit B2= Apple B3= Vermont B4= Springfield
C1= Vegatables C2= Potato C3= Idaho C4= Boise
So, in the above example, if the person selected Fruit from the dropdown in
Column A (worksheet #2), they would then need to only see the options for
Orange or Apple. Then, lastly, once they had chosen orange or apple, columns
C and D would autofill with their respective state and city (no dropdown-
just autopopulate). Is that possible? I obviously can't do named ranges since
the data is dynamic and will change over time. Thank you!
