Default Conditional Formatting 2 rows only

In Excel 2007, I can use a formula to highlight an entire row based on the
value in one cell. What I cannot figure out is how to highlight two rows.
It will highlight one every time!! What am I doing wrong?

I highlight both rows
I click conditional formatting
Formula= $D4="a"
click my formatting
ok

Only one row is highlighted!!
