Default Excel 2007 Chart labels

In Excel 2003 I can make charts use European number formatting e.g. 2.000,00
for 2,000.00 by manually changing the system separators. But, in Excel 2007
the chart labels don't update in the same manner when you change the system
separators. It almost seems like the chart object is not looking at Excels
system separators at all. I also cannot create a number format to apply to
the axis or data labels which I could use for the European number formatting.

This seems like a bug to me and I'm not too sure if its related but when you
apply a number format in Excel 2003 to chart labels then the
increase/decrease decimal buttons work fine but in Excel 2007 these buttons
increase/decrease the source data and only the chart labels if their number
formatting is linked to the source formatting.
Any help on this would be much appreciated.
