How can I filter an entire sheet for all instances where H2 (and on down) =
NO and I2 (and on down) is non blank?

Hi

Use AutoFiler.

Select column H and I then goto Data Filter AuroFilter Ok

At the top to the columns is a drop down field, click on the one in column H
first and select NO, then click on the drop down field in column I and
select NonBlanks.
