Default How to break ties in Rank by specified criteria?

My spreadsheet has four columns and nine rows:

(Kennel Pts. A2) (PP Pts., B2) (Kenenl Rank C2) (PP Rank D2)

Kennels are ranked by "Rank(a2,a$2:a$9) in C2. Ties are eliminated by adding:

+countif(a$2:a2,a3) to the "Rank" formula starting on row A3 down thru A9.

Ties are decieded in favor of the entry appearing first on the list A2:A9.

I want to settle ties on the basis of highest ranked PP, but only want the
TIED items affected by their related PP rank, not the untied kennels too.

Any help is appreciated,
