Default shift key format change in excel

While working in Excel, I somehow changed the shift key function so that now
when I try to shift-" it returns nothing until the second pressing. Also have
lost lower case ' . Other keys such as < ? : are all returning different
symbols than expected. How do I get back to standard shift symbols? I know it
is probably simple but I just can't see it.

I think you have activated the shiftkeys facility. One sometimes depresses
the shift key, then start thinking instead of typing, and oops, shift keys
come into play. Whether you answer yes or cancel to the pop-up message that
comes up, is immaterial, you sit with this issue. Could never find out
exactly how to escape out of this, but I have noticed that pressing
<Ctrl<Shift helps. I can recollect also holding down the <shift key for
another 8 seconds.

Maybe some clever guy at Microsoft can help us to get rid of this
ridiculaous facility!
