CF *stops* at the *first* TRUE condition.
SO, make condition 1: =AND($A7<"",$C7="Cash Withdrawal") And format to orange with borders. Since gridlines are off, this is to create a border for all columns for the current row (transaction) being entered. Condition 2: Formula Is -- =AND($C7="Cash Withdrawal") FORMAT is font of bold orange. This condition is painted across columns Date, Check Number and Description (Column C).
