file, to my outlook address book :the format is no longer in export?

In Excel, save it as a csv or txt file. These formats are supported in
Outlook under 'Import from another program'

I would do it the other way around.

Open Outlook and FileImport and ExportImport from another program

Excel never had a FileExport to Outlook unless you mean save as *.csv which you
import from Outlook as above.
