I have recently bought a new computer and need to put in my back up excel
file, to my outlook address book :the format is no longer in export? |

In Excel, save it as a csv or txt file. I would do it the other way around.
Open Outlook and FileImport and ExportImport from another program Excel never had a FileExport to Outlook unless you mean save as *.csv which you import from Outlook as above.
