International number formatting in Excel 2007

OK then, let me ask the same question in a totally different way.

In the Excel file located at
http://myweb.tiscali.co.uk/albertd/F...%20problem.xls how can I
arrange for it to do what is described in the two blocks of text in the
"English" and "French" sheets?
