Default encoding

I have an Excel spreadsheet with the following text with diacritics that I
can read in Excel just fine:

- €˜Ä€huimanu

However, when I save the file in CSV format, the word above becomes:

- €˜?huimanu

How do I resolve this?

Thanks,
Steve
