vlookup in two condition

Hi,

I have problem with using vlookup function fo the following case
A B C
1 from to amount
2 jkt cape 1
3 jkt bdg 2
4 smg bdg 3
5 smg bdg 7

What is the formula if I want tolook up from jkt to bdg the result would be
2.
