Default can't unselect "sized with window"

I can't unselect the "Sized with Window" option in Excel. I can see the
check mark next to the option but when I click on it, nothing happens. Any
ideas??? I've even created a new chart in an entirely new excel file but the
new chart comes up with the exact same problem.
