Default Opening and reading a higher version of Excel

You need to specify the version of excel (not windows) that you're using. And
the version of excel that created the workbook.

xl97-xl2003 all have the same file format. So there should be no problem if you
and the sender are both using one of those versions.

If the sender is using xl2007, you could ask that they save it in the older
version or you could get a file converter from Microsoft.
