Default Cannot place both ends of arrow as desired in worksheet

Excel 2007: In drawing mode, I cannot place the arrows where I want as the
resolution appears to be too low. It will not even make a horizontal line,
but always stays tilted. When I hold down the ALT key, it just rotates around
the center, and still will not go horizontal. I cannot find where to adjust
the pixel or grid spacing.
