Default arrow key behavior in protected worksheet

In a regular worksheet, when you use the arrow keys to navigate, in cell A1,
when you press the left arrow key, the cursor doesn't go anywhere.

In my protected worksheet, when I press the left arrow key, it goes to the
bottom right corner of my block of data.

Is there a way to set the arrow key behavior in a protected worksheet? I
don't want it to work differently when the worksheet is protected.
